  4. A special prosecutor will probe the Clinton passport caper

  7.     Someone told Elizabeth Tamposi to search through Bill
  8. Clinton's passport files last fall. That at least will be the
  9. working hypothesis of the special prosecutor, named at the urging
  10. of Attorney General William Barr, to investigate lingering
  11. questions about a campaign caper that threatens to involve
  12. officials in the outgoing Bush White House. Chief of staff James
  13. Baker and his aides insist they didn't. But their statements
  14. contain troubling omissions and inconsistencies. Other evidence
  15. suggests that top Bush aides were desperate to confirm -- and
  16. publicize -- a rumor (false as it turned out) that the youthful
  17. Clinton had taken steps to renounce his American citizenship to
  18. avoid the draft.

  20.     A three-judge panel of the federal appeals bench named
  21. former U.S. Attorney Joseph diGenova to conduct the probe of
  22. senior Bush aides who have admitted they knew of the searches
  23. as they were occurring and did nothing to stop them. DiGenova
  24. must determine whether the Bush staff members in fact lied to
  25. State Department Inspector General Sherman Funk or violated
  26. Clinton's privacy with leaks. Regardless of the outcome, the
  27. tawdry passport affair will cloud Bush's last days, and perhaps
  28. someone's future.
